“Virginia Coalfield Economic Development Authority (VCEDA) is proud to continue supporting VFP’s growth in Duffield with a $312,500 workforce development grant and a $3 million loan to the Scott County Economic Development Authority for equipment acquisition as part of this expansion,” said VCEDA Executive Director Jonathan Belcher.
The project, which marks VFP’s third and largest expansion in five years, will add 200 new jobs in Southwest Virginia. Coinciding with VFP’s 60th anniversary, the expansion positions the company to meet growing demand for its products across the Commonwealth and beyond. Construction is expected to begin December, 2025.

Two new buildings are coming to Duffield, doubling VFP’s manufacturing capacity for metal and concrete structures. The expansion is backed by a groundbreaking $1 million award from the new Workforce Housing Economic Development Incentive Pilot Program—an initiative created by the Tobacco Region Revitalization Commission in partnership with Scott County. The funds will help launch a major housing development that will leverage additional investments and include at least 50 units reserved for households earning 80-150% of the Area Median Income.
