Charles River Associates Celebrates 50 Years of Service by James Burrows

Dr. Burrows began working at CRA on June 23, 1967, while he was still a Ph.D. student at the Massachusetts Institute of Technology. He went on to hold several leadership roles and was instrumental in growing the firm during his tenure as chief executive officer, from 1995 to 2009, whereupon he then became Vice Chairman.

In the 1980s, Dr. Burrows formulated and led the growth plan that expanded CRA into Washington, D.C. and then globally. “Jim Burrows is why I joined CRA and I have never left,” said Professor Steven Salop, who was brought on in 1987 to help build the firm’s litigation and regulatory consulting practice. “And Jim Burrows is why CRA has succeeded.”

Early in his career, Dr. Burrows founded and led CRA’s Metals and Minerals Practice. Several high-profile projects in the 1970s cemented the firm’s credentials as a pioneer in applying university-level quantitative tools and microeconomic analysis to practical problems. Landmark cases, including the U.S. vs. IBM antitrust case and litigation over the valuation of Penn Central Railroad properties transferred to Conrail, formed the foundation of the firm’s litigation and regulatory consulting practice — a group that Burrows would lead for 10 years.

Under the leadership of Dr. Burrows, the business grew nearly twentyfold, from three offices to more than 20 offices today. In 1998, while Dr. Burrows was CEO, Charles River Associates became a public company.
