New PennSTART facility looks to serve autonomous vehicle companies, research institutions and first responders

The facility's recommendation is part of a pitch being offered by PennDOT, the Pennsylvania Turnpike Commission and the Regional Industrial Development Corporation of Southwestern Pennsylvania.
