A CRUEL INJUSTICE

How Massachusetts Put Four-Year-Old Harmony In The Hands of A Monster

By Judge Carol Erskine

In Their Own Words

Blair Miller and Johnathon Bobbitt-Miller

"A Cruel Injustice" is a gripping, heart-wrenching exposé that uncovers the tragic story of Harmony Montgomery, the little girl whose disappearance and death shocked the nation. From the moment Harmony was born, she was caught in the web of a flawed Massachusetts child welfare system—a system that failed her at every turn.

Despite being in and out of foster care from infancy, Harmony was ultimately placed in the custody of her father—a decision made after a brief and insufficient court hearing. Ten months later, she was dead, brutally murdered by the very person who was supposed to protect her. Harmony's last moments were filled with unimaginable terror as her father, in a fit of rage, beat her to death in the backseat of a car for wetting her pants. The horror of her final moments, and the subsequent desecration of her remains, which have never been recovered, are a sobering reminder of the system's failure to safeguard her.

The Massachusetts child protection system's failures did not end with Harmony's death. The story is a damning indictment of a series of poor decisions, negligent case management, and a legal advocacy system that showed callous indifference to Harmony's safety. Even the state's highest officials acknowledged that Harmony's well-being was never the primary concern of those responsible for her care. Today, government officials, lawmakers, secret courts, and child protection agencies continue to resist accountability, trying to silence Harmony's voice once again.

Left behind to grapple with this tragedy is Harmony’s younger half-brother, Jamison, who was adopted by Blair Miller and Johnathon Bobbitt-Miller. As co-contributors to this book, they share their emotional journey of becoming adoptive fathers and the profound impact Harmony's murder has had on their family. Through their eyes, we see the lasting scars left by this tragedy.

Judge Carol Erskine, a former First Justice in Massachusetts, draws on her extensive experience presiding over child abuse and neglect cases to unravel the systemic failures that led to Harmony's death. With meticulous detail, she exposes how a broken system doomed Harmony from the start, piecing together the facts and missteps that set her on a fatal path.

"A Cruel Injustice" is more than a story—it's a call to action. It gives Harmony the voice she was denied in life and demands justice for the countless other children who are still at risk in a defective system that has yet to learn from its failures.
